Employment Policy

The South African National Biodiversity Institute (SANBI) is a public entity under the Department of Environmental Affairs and Tourism (DEAT). SANBI was established under the National Environmental Management: Biodiversity Act No. 10 of 2004 (NEMBA). All appointments in SANBI are made in terms of NEMBA.

SANBI is an equal opportunity employer and appointments are made in line with the Employment Equity Act, No. 55 of 1998. All job applicants are considered, but currently preference is being given to candidates from designated groups. This is in line with the SANBI Employment Equity Plan, which is under review. SANBI also complies with other relevant labour legislation such as the Public Service Act, No. 103 of 1994, Public Service Regulations, Basic Conditions of Employment Act, No. 75 of 1997, Labour Relations Act, No. 66 of 1995, Occupational Health and Safety Act, No. 85 of 1993, Skills Development Act, No. 97 of 1998, Skills Development Levies Act, No. 9 of 1999, and the Compensation of Occupational Injuries and Diseases Act, No. 130 of 1993.

All vacancies are advertised internally and in local and/or national newspapers. Where possible, appointments are made internally to ensure adequate promotion and advancement of people from designated groups. Where SANBI does not have suitably qualified candidates to fill vacancies from within, suitably qualified external candidates from the designated groups are considered for positions.

Basic Employment Benefits

SANBI has adopted the Conditions of Service as laid down in the Public Service Management Framework. The basic employment benefits are the following:

Leave
Permanent employees are entitled to 22 working days of vacation leave per annum. After 10 years of service this is increased to 26 days per annum. Leave will be granted on a pro rata basis when an employee commences employment during the year. Provision is also made for sick leave, study leave and various other leave categories in accordance with the policies and regulations. Contract employees qualify for vacation leave and sick leave benefits.

Service Bonus
A bonus based on the basic monthly salary is payable in the month of an employee's birth date each year for as long as the scheme is in force in the Public Service. During the first year of employment, a pro rata bonus may apply, depending on the date of birth of the employee.

Membership of the Pension Fund and Provident Fund
•  SANBI has its own registered Pension Fund and Provident Fund. Permanent employees belong to both Funds, contributing 7.5% of basic salary and the annual service bonus. This is matched by SANBI. The employer's contribution is paid into the Provident Fund and the member's contribution into the Pension Fund.

•  New employees automatically become members of the Pension Fund and Provident Fund (as well as employees on probation). Contract employees are not eligible to join the Funds.

•  Members of the Pension and Provident Funds furthermore have a life assurance benefit equal to a multiple of the pensionable salary, determined according to an age-related scale, as well as family funeral benefit cover. There is also a managed disability benefit. SANBI pays for the administration of the Funds as well as for the insurance premiums of the aforementioned benefits.
